The game is set in the U.S. in 1899. The pioneer days filled with frontier spirits is coming to an end, and law enforcement officers start to makes a clean sweep of gangsters to seek for order. After failing an extensive bank robbery in Backwater, a western town, Arthur Morgan and the Dutch gang are forced to escape. When federal investigators and bounty hunters run after the gang, they have to commit robberies, employ brute force, and steal things in rough lands in the US in order to survive. The more conflicts the gang is involved, the higher risk for dissolution. Arthur is forced to select his own ideal and the royalty to the gang that brought him up.
